FLRA Dismisses FAA Complaint Against Union
The Federal Labor Relations Authority (FLRA) dismissed the Federal Aviation Administration’s
(FAA) unfair labor practice complaint against the Professional Airways Systems Specialists (PASS) union,
forcing the two sides back to the bargaining table, union officials said. In March 2006, PASS opted
to tentatively accept FAA’s contract offer even though the two sides were still far apart. But
the union strongly recommended that its members vote to reject the agreement, which they did. FAA subsequently
filed an unfair labor practices complaint. It was that complaint that the FLRA rejected. PASS President
Tom Brantley said this week that the decision effectively sends the two sides back to the bargaining
table. “Now that the judge has validated PASS’s position, we look forward to returning
to the negotiating table with the FAA and are very hopeful that we can reach a mutually agreeable contract,” Brantley

NTEU Delegates Return Kelley, Ferris for a Third Term
By an overwhelming margin, National Treasury Employees Union (NTEU) delegates this week re-elected
for a third term the union’s top officers, President Colleen Kelley and Executive Vice President
Frank Ferris. Both were first elected to their positions in August 1999. Delegates voted at the union’s
51st national convention, which is being held this week in New York City, where more than 400 NTEU
chapter leaders gathered. In her remarks, Kelley pointed to recent union accomplishments, including
improvements in workplace representation across the country and membership growth. On the latter point,
Kelley said NTEU now has more members than at any time in its 69-year history. “Our efforts will
continue to be directed toward improving the federal work place for the men and women we are privileged

USPS On-Time Performance at All-Time High
On-time performance for the delivery of all three categories of First-Class Mail were at all-time
highs in the third quarter of Fiscal Year (FY) 2007, an independent auditing agency told the U.S. Postal
Service (USPS) Board of Governors. Overnight service was 96 percent on-time, the independent research
firm IBM Global Business Services told USPS governors on Aug. 8. Two-day service was 93 percent on-time
and three-day service was 91 percent on-time, USPS said in a statement. The process measures First-Class
Mail from the time it is deposited into a collection box or lobby mail chute until it is delivered
to a home or business. “I’m very proud of our third quarter performance,” said Postmaster
General John Potter. “Our performance is at an all time high and this is the first time that
a 93 percent on-time score has been achieved for two-day national performance.” To see more,
