* The returns for the G, F, C, S and I funs for the past 12 months, assuming that, with the exception for the crediting of earnings, unchanging balances (time-weighting) from month to month and assuming that earnings are compounded on a monthly basis.

The monthly G, F, C, S, and I Fund returns represent the actual total rates of return used in the monthly allocation of earnings to participant accounts. The returns are shown after deduction of accrued TSP administrative expenses. The F, C, S, and I Fund returns also reflect the deduction of trading costs and accrued investment management fees. The most current G, F, C, S, and I Fund rates of return are shown above. Returns are updated after the monthly allocation of earnings, usually by the fourth business day of the month.

Unions Seek New Court Review of NSPS Ruling

A coalition of labor unions representing DoD workers on July 2 filed a legal petition to overturn an appellate court ruling that upheld the DoD’s National Security Personnel System (NSPS). The coalition, including the National Federation of Federal Employees (NFFE), is seeking a rehearing to overturn a May 18 ruling by a panel of the U.S. Court of Appeals for the District of Columbia. The appeals judges found that the law creating NSPS grants DoD temporary authority to curtail the collective bargaining rights of employees, reversing a lower court’s ruling. Although the court upheld DoD’s new personnel and labor relations rules, the decision seems to conflict with other rulings of the court on related matters. The petition seeks to have the entire court review the discrepancies between the DoD decision and the earlier decision involving personnel rules at the Department of Homeland Security. “The NSPS Appeals Court decision runs completely contrary to existing case law,” said Richard Brown, NFFE president.  To see more, go to: www.nffe.org/ht/display/ReleaseDetails/i/4478

APWU, USPS Reach Tentative Agreement for HQ Workers

The American Postal Workers Union (APWU) and the U.S. Postal Service (USPS) have reached a tentative agreement covering Operating Services workers, which if ratified will provide for a 2.5 percent raise over the four-year term of the contract. The agreement—modeled after the Collective Bargaining Agreement for employees in the Clerk, Maintenance and Motor Vehicle Crafts—would cover employees at USPS Headquarters in Washington, D.C., and at a facility in Merrifield, Va.
