Health Surveillance May Fall Short for Feds in Hot Zones
According to a Sept. 29 Government Accountability Office (GAO) report, the Department of Defense (DoD)
may not have sufficient procedures in place to assure the overall effectiveness of its health protection
and surveillance capabilities for federal civilian workers deployed in combat zones. GAO examined DoD’s
policies concerning the health care for DoD civilians who deploy in support of operations in Afghanistan
and Iraq. Among other things, the report found certain military component locations lacked documentation
about whether some federal civilians who deployed to Afghanistan and Iraq had received the required
pre- and post-deployment health assessments and immunizations. In addition, the report said, DoD was
further hindered by a lack of a centralized capability to identify deployed federal civilians and their
movement in theater. In August, DoD issued a revised policy which outlined procedures intended to address

Last U.S. Servicemembers Leave Iceland
The last American servicemembers based in Iceland left the country on Sept. 30 as the military prepares
to close American facilities there. U.S. servicemembers will continue to work with, train with and
operate with their NATO ally, but troops will not be based in the island nation, said Thomas F. Hall,
assistant defense secretary for reserve affairs. Since March, U.S. and Icelandic officials have been
working together to craft the new relationship. The U.S. military has had a permanent presence on the
island for the past 65 years, and at one time, more than 10,000 U.S. servicemembers were based there.
U.S. forces could go back into the country quickly if conventional threats re-emerged, Hall said. The
assistant secretary said there will be at least yearly exercises, and U.S. ships will visit the nation
