Medal for Katrina Relief Workers

Military personnel and civilians involved in relief efforts for Hurricanes Katrina and Rita may receive recognition for their efforts. New awards have been authorized—the Humanitarian Service Medal and the Armed Forces Service Medal—for servicemembers assisting in hurricane relief. Department of Defense civilians can receive the Armed Forces Civilian Service Medal. For the Humanitarian Service Medal, servicemembers must be involved in direct relief operations in Louisiana, Alabama or Mississippi for one day. To be eligible for the other awards, servicemembers or civilians must serve 30 consecutive or 60 non-consecutive days directly involved in relief efforts. To qualify, each individual must have supporting documentation such as assignment or temporary duty orders.

Bush Signs NASA Authorization Act

On Dec. 30, 2005, President Bush signed the NASA Authorization Act of 2006, marking the first completed authorization act for the agency in five years. Rep. Ken Calvert, R-Calif., praised the signing of the act, saying, “I believe that investing in NASA is an investment in our nation’s future.” Highlights of the bill include:

  • $17.9 billion for fiscal year 2007 and $18.7 billion for 2008;
  • reporting requirements and cost controls, allowing for Congressional intervention if projects exceed spending levels;
  • multi-year plans for aeronautics, science and facilities;
  • prevention of layoffs before March 16, 2007; and
  • procedures to appoint a presidential commission to investigate failures of shuttles and other manned crafts.

DOE Eyes Contractors for Argonne National Laboratory

For the first time in its history, the Argonne National Laboratory, located near Chicago, Ill., could have a contractor in charge of management and operation. The Department of Energy (DOE) is currently seeking comments on a Request for Proposal for the competitive selection of a contractor. The laboratory receives annual funding of $492 million from DOE, other government agencies and private firms. The selected contractor will be required to offer comparable pay and benefits to that which the lab’s employees currently receive. It is the first competitive contract to include DOE’s Laboratory Performance Appraisal Process. Potential awards include incremental extensions of the contract up to 15 years beyond the original five-year term for superior performance.

* The returns for the G, F, C, S and I funs for the past 12 months, assuming that, with the exception for the crediting of earnings, unchanging balances (time-weighting) from month to month and assuming that earnings are compounded on a monthly basis.

The monthly G, F, C, S, and I Fund returns represent the actual total rates of return used in the monthly allocation of earnings to participant accounts. The returns are shown after deduction of accrued TSP administrative expenses. The F, C, S, and I Fund returns also reflect the deduction of trading costs and accrued investment management fees. The most current G, F, C, S, and I Fund rates of return are shown above. Returns are updated after the monthly allocation of earnings, usually by the fourth business day of the month.
